POSITION OVERVIEW

This position supports the day-to-day operations of the Fire Department, including the supervision and assignment of firefighting personnel, directing fire suppression, technical rescue and emergency medical activities. Additionally, performing necessary administrative functions and serving as a liaison with the general public, to ensure the safe, effective and responsible operation of the Fire Department. 

QUALIFICATIONS AND REQUIREMENTS

Experience, Education, and Training

• Requires at least 10 years' experience as a full-time professional firefighter, including 5 years' experience as a fire captain or equivalent experience in the fire service. 

Requirements

• Must pass pre-employment drug test/physical and submit to periodic drug testing as required by applicable laws.
• At least 18 years of age.
• Must have a valid Missouri Drivers' License.
• State of Missouri HazMat Operations and Awareness certifications,
• State of Missouri Fire Fighter I and II certification,
• Emergency Medical First Responder,
• Fire Officer II,
• Fire Instructor II,
• NIMS 300 & 400, and a thorough knowledge of modern firefighting.
• Preferred certifications include Fire Investigator, & Fire Inspector I. All relevant certifications must be maintained throughout employment.

FUNCTIONS

Essential Functions

1. Manages, directs and supervises personnel during one of three suppression shifts. Reviews, monitors, and inspects training, equipment and station maintenance daily. Conducts staff meetings and performance evaluations; and assists in negotiations, implementation, and evaluation of labor contracts with organized representatives.
2. Responds to structural and other major fires, including vehicle accidents and Hazmat emergencies. Assumes command of emergency activities, secures the scene, and directs firefighting personnel at the scene. Assigns personnel and equipment, and coordinates activities with other emergency services during non-fire emergencies.
3. Plans, directs, and evaluates functional work objectives to accomplish missions and goals of assigned areas of responsibility. Special assignments may include, but are not limited to: Building and Grounds, Equipment and Apparatus, EMS, IMT, Safety, and Infection Control.
4. Performs administration functions, including coordination with Fire Chief, City Administrator; formulates fire-related policies, rules and regulations; maintains and reviews department records of all duty-shift operations; prepares daily and monthly work schedules; records sick leave, vacation and overtime; prepares and analyzes various records and reports; and assists with equipment purchases and budgeting for the fire department.
5. Works closely with other governmental agencies – local, regional, state and federal, community organizations, and the general public.
6. Prepares and delivers media releases and assists the media with information on fire-related topics, prevention, and general information.
7. Provides information and assistance to the media and private citizens; assists Department of Natural Resources with burning and blasting permits; assists with the development of news releases, displays and exhibits, fire safety programs, and equipment demonstrations; promotes programs on EMS, firefighting activities, fire prevention, and rescue operations.
8. Serves as a uniformed member of the fire service.
9. May assume the role of the Fire Chief in his absence.

Other Essential Functions

• Attends conference, workshops, seminars, etc. for professional development purposes.
• Utilizes necessary computer applications such as spreadsheet and database.
• Composes correspondence and memos as needed.

Miscellaneous Requirement

Must be available for on-call duty, as assigned. Responds to on-call assignments by arriving to incident scene during an emergency within 30 minutes of notification. Completion of professional designation within 12 months of appointment is required.

Other Requirements

Physical : Ability to use strength and stamina to work in a superheated environment while wearing up to 100 lbs. of full protection gear including self-contained breathing apparatus; work in extreme fluctuations in temperatures; strength to operate heavy tools and equipment up to 80 lbs. for up to 30 minutes; stoop, bend, and lift continually over time; strength and endurance to remove an unconscious adult from a hazardous situation.

Mental: Ability to work with one or a large group of severely injured, maimed or dead persons; control stress and follow directions in a life-threatening environment; work in confined spaces and at heights greater than 10 feet; enter dangerous areas and perform dangerous tasks; and awareness under pressure of changing fire or hazard conditions. Ability to communicate, understand and follow oral and written instructions; establish and maintain effective working relationships with other employees and work within the confines of a fire station for 24 hours or more.
